He claims it was to motivate Rachel to get her hair washed. (Not an easy feat, I admit.) The deal was once she had her hair washed she could adorn the hat.
He wanted me to get a picture to prove the deal was sealed with Rachel getting her turn. She seems to play along with her dad's game just fine.
